2007 TRACK RULES

SECTION I
GENERAL RULES
The rules set forth in this book shall be in effect for the 2007-racing season. These rules are subject to change and amendment and constitute the laws and regulations governing the conduct of racing events at the Wilmot Speedway. Local Motion Entertainment, Inc (LME, Inc.), the promotional company responsible for operation/promotion of the Wilmot Speedway herein referred to as ‘the Promoter’, officials have carefully compiled these rules and will insure enforcement of same will be just and uniform. LME, Inc. further agrees in principle that the rules may not match everyone’s desires or expectations, but are the best rules possible.

The 2007 rulebook has been revised in many ways in respect to previous years’ rulebooks. The changes were deemed necessary to clarify several rules and procedures that have been used in the past. All participants are encouraged to read these rules carefully in order to familiarize you with those rules that have changed and those that have not. All previous additions of this rulebook are considered null and void.

1 AMENDMENT OF THE RULES
LME, Inc reserves the right to add to, delete, supersede or modify any rules, exhibits or drawings that LME deems necessary for the betterment and/or safety of racing. Participants shall be responsible for being aware of and complying with all such amendments issued in the form of technical bulletins.

2 PROMOTERS RIGHTS
Local Motion Entertainment, Inc., (LME, Inc.) reserves the right to refuse entry to any car, driver, owner, crew member or race fan to the pit area, who in the opinion of the Promoter, does not represent the sport of automobile racing in its best image in the eyes of the general public. The Promoter further reserves the right to refuse entry to anyone, who might, in any way and for any reason, be deemed detrimental to the sport of auto racing.

The decision of the Promoter or his authorized agent(s) shall be final.

The Promoter reserves the right to rule any car safe or unsafe, legal or illegal to compete in any race event at the Wilmot Speedway.

3 INTERPRETATION
The Promoter and/or his authorized agent(s) reserve the right to interpret these rules as set herein and to judge accordingly. Their decision will be final. In the absence of any specific rule governing a particular situation, the common sense fair play rule will apply.

4 COMPETITOR RESPONSIBILITY
It shall be the responsibility of the driver to insure that the car in which he/she competes conforms to all rules and regulations for the particular class entered. Rules and regulations for each class of car are available by contacting the office of the promoter. It is further the driver’s responsibility for his/her crewmembers and any other race fans that may be in or around the driver’s pit area. The driver shall be held accountable for the actions of his/her pit crew, car owner, guest or anyone deemed to be, in the opinion of the promoter or his authorized agent(s), in the driver’s pit area during the time the aforementioned person(s) are at the track. Should a problem or disturbance occur involving any of the above mentioned person(s), the driver will be penalized to the degree the infraction warrants as judged by the promoter or his authorized agent(s), minimum penalty being disqualification from night’s racing program and forfeiture of all points and prize money earned for the event.

 

5 COMPETITOR OBLIGATION
Every driver must inspect the racing surface and the racetrack area to learn of any defects, obstructions, or anything, which, in the driver’s opinion, is unsafe and the driver shall report that condition in writing to a track official. Any driver entering any racing event is considered to have inspected the track and determined that all conditions are satisfactory. If the driver does not feel the conditions are safe, then the driver should not race. The driver further acknowledges that the driver is aware auto racing involves risks and that by competing in an event the driver assumes these risks with full awareness and knowledge.

6 FINALITY OF DECISIONS AND INTERPRETATIONS AND COVENANT NOT TO SUE

The decisions of the Wilmot Speedway officials including the interpretation and application of the rules and the scoring of positions shall be final, binding and non-appeal able.

All participants, as condition of participating at the Wilmot Speedway, agree that all decisions of the Wilmot Speedway track officials or employees of LME, Inc., regarding the interpretation and application of the official rules, and the scoring positions, shall be non-litigable. All participants further covenant and agree that they will not initiate any type of legal action against Wilmot Speedway and LME, Inc. and agent(s) thereof, to challenge such decisions, to seek monetary damages, to seek injunctive relief or to seek any other kind of legal remedy. If a participant pursues any legal action, which violates this provision, then the participant expressly agrees to reimburse Wilmot Speedway and LME, Inc. and agent(s) thereof for its entire attorney’s fees and costs in defending against legal action.

7 VIOLATION OF SPIRIT OR INTENT OF RULES-UNSPORTSMANLIKE CONDUCT
Any participant who defies or violates the spirit or intent of the Wilmot Speedway rules shall be considered to have engaged in unsportsmanlike conduct and shall be dealt with by Wilmot Speedway officials depending upon the nature of the infraction. Unsportsmanlike conduct will result in a fine of up to $1,000.00 and/or suspension of up to one year and/or probation for up to one year from the date of the infraction.

8 RESERVED PARTICIPATION RIGHT
Wilmot Speedway/Local Motion Entertainment, Inc. reserves the right to refuse to accept the entry of any car or participant. Furthermore, Wilmot Speedway/LME, Inc., reserves the right to revoke or cancel any entry, or any Participant’s claimed right to be on the track premises, if it is felt or determined that the participant’s presence or conduct is not in the best interest of the sport of auto racing, the other competitors, the spectators, the track management and/or employees of Local Motion Entertainment, Inc.

9 CONDUCT
The rules and regulations set forth herein are designed for the orderly conduct of racing events and to establish minimum acceptable requirements for each event. All drivers, car owners, pit crews and/or other participants are expected to know and abide by the rules. Courteous conduct from all participants is expected at all times.

9.1 Driver Responsibility
The driver is responsible for the actions of his/her pit crew in all respects. The driver shall be the sole spokesperson for his/her car owner and pit crew in any and all matters and must talk with the Wilmot Speedway/LME, Inc. track official in charge regarding their conduct or behavior.

9.2 Fighting
Any participant directly involved with any fighting or misconduct at any Wilmot Speedway event, on the racetrack, in the pits, or on the track premises may be fined up to $500.00, may be suspended from all Wilmot Speedway events for two weeks from the date of the infraction and shall forfeit all Wilmot Speedway points to the date of the infraction and all prize money earned for the event.

Any car owner, pit crew member or any other persons on the track premise directly involved with any fighting or misconduct at any Wilmot Speedway event, on the racetrack, in the pits, or on the track premises will be immediately ejected from the track and be barred from attending any races at the Wilmot Speedway for a period of two weeks from the date of the infraction. If it is determined by the Wilmot Speedway or LME, Inc. official that the individuals involved in the fight are with or associated with a specific driver, the driver will be disqualified from the event, suspended for two (2) weeks from the date of the infraction and shall forfeit all Wilmot Speedway points to the date of the infraction and all prize money earned for the event.

9.3 Assault/Abuse of Officials
No participant shall subject any Wilmot Speedway or LME, Inc. official or sponsor to any abusive or improper language at any time. Any driver who gets out of his/her race car, or participant, who assaults or threatens any Wilmot Speedway or LME, Inc. official or sponsor, may be suspended for up to two weeks from the date of the infraction and may be fined up to $500.00 and shall forfeit all Wilmot Speedway points on the date of the infraction and all prize money earned for the event. Minimum fine shall be disqualification from the event and forfeiture of all Wilmot Speedway points and prize money earned for date of infraction.

9.4 Alcoholic Beverages
Consumption of beer or alcoholic beverages in the pit area, or being under the influence of beer or alcoholic beverages in the pit area is prohibited until the entire program for all divisions is completed. If a participant is caught consuming alcoholic beverages in the pit area or is deemed to be under the influence of alcoholic beverages in the pit area, before the entire program for all divisions is completed, he/she shall be immediately ejected from the race track premises and shall be subject to a mandatory fine of $500.00 and a 90 days suspension. Any participant who exits the pits with express purpose of entering the main grandstand area of the speedway and attempts to purchase an alcoholic beverage while in the main grandstand area of the speedway will have his or her pit pass/wrist band pulled thus barring the participant from re-entering the pit area.

10 DRUG POLICY
10.1 Illegal Drugs, Definition:
Illegal drugs are those substances or drug substances defined and prohibited by state and/or federal laws.

10.2 General Prohibition
Possession or use of any illegal drugs or drug substances, as defined above, is prohibited in any form, by any participant at a Wilmot Speedway event, either on the racetrack grounds or any area considered to be used in the operation of the racetrack such as parking lots or leased properties.

10.3 Specific Prohibition, violations:
Any person who is:
a) Found to be in possession of, or under the influence of, any illegal drug or drug substance on the speedway property; or
b) Arrested by duly constituted authorities and charged with possessions and/or use of illegal drugs or drug substances, regardless of whether the offense occurred on or off the speedway property, or
c) Formally charged by a court of law with any illegal drug violation, regardless of whether the offense occurred on or off the speedway property Shall be subject to the following penalties by Wilmot Speedway and LME, Inc.:

10.4 Penalties:
a) Suspension from competition and eviction from all Wilmot Speedway and Local Motion Entertainment, Inc. events and denied entry to the Wilmot Speedway for a period to be determined by Wilmot Speedway and LME, Inc. officials.
b) Any participant who is formally charged by a court of law with an illegal drug violation, regardless of the level of offense, upon Wilmot Speedway or LME, Inc. being so advised, shall be suspended from all forms of participation at Wilmot Speedway events until such time as the charges are fully adjudicated through the legal process.
c) Any person convicted of an illegal drug violation, regardless of the level of the offense, by a court of law shall be prohibited from taking part in any Wilmot Speedway event for a minimum period of 1 year from the date of the conviction.
d) In addition, during the suspension imposed above, all point fund money, both track and/or national, shall be held by the track or the sanctioning body pending adjudication of the charges and shall be forfeited if the participant is convicted of the charges.

10.5 INDEPENDENT CONTRACTORS:
All Wilmot Speedway participants are independent contractors and are not the agents or employees of Wilmot Speedway or Local Motion Entertainment, Inc. Speedway participants and independent contractors are solely responsible for preparing their racecars, to perform in Wilmot Speedway events, in accordance with Wilmot Speedway rules and procedures. As independent contractors, Wilmot Speedway participants are solely responsible for compensating their employees, agents or pit crewmembers. Wilmot Speedway participants, as independent contractors, also assume full responsibility for reporting or filing any reports or tax returns with the appropriate authorities on any and all earnings or funds received as a result of their participation in Wilmot Speedway racing events including, but not limited to, Federal Social Security taxes, Federal income taxes, State income taxes, Federal and State withholding taxes, unemployment taxes and workers compensation insurance.

11 COMPETITOR AGREEMENT REGARDING RULES:
A participant, by competing in a Wilmot Speedway race event, specifically agrees and acknowledges the following:
a) That he or she is familiar with and understands all of the Wilmot Speedway rules and procedures as set forth in this rulebook.
b) That by applying for a Wilmot Speedway competitor license and/or by participating in a Wilmot Speedway race event, he or she specifically agrees to abide by all of the Wilmot Speedway rules and procedures.
c) That by entering a Wilmot Speedway race event, a competitor certifies that his or her race car meets all of the requirements of the Wilmot Speedway and/or the IMCA type rules for participating in a Wilmot Speedway race event.
d) That, if as a result of an inspection, tear down, protest, or claim, a competitor’s race car is determined to be illegal, it is the sole responsibility of the competitor, who bears the burden of proof, to prove that his or her race car is in compliance with the applicable Wilmot Speedway or IMCA type rules.

SECTION II
GENERAL POLICIES


12 PREVAILING POLICY
12.1 Any disagreements over technical questions or operations will be resolved by Wilmot Speedway or Local Motion Entertainment, Inc. officials and when their decision is rendered, such decision is final and binding.

12.2 Wilmot Speedway or LME, Inc. officials will establish the length, frequency and administration of all events and programs and when their decision is rendered, that decision is final and binding.

13 LICENSING AND REGISTRATION
13.1 To race in any Wilmot Speedway race event a driver must be at least sixteen (16) years of age, or have Authorization from LME, Inc Owners, have signed an application for a Wilmot Speedway competitor license, have not been convicted of an illegal drug violation during the one year period prior to the date of the application, have a valid Wilmot Speedways Track Card.
13.2 Wilmot Speedway reserves the Right to deny a competitor license to any driver.

14 INSPECTIONS
14.1 Timing and Scope of Inspections
All race cars competing at a Wilmot Speedway event are subject to inspection by speedway or Local Motion Entertainment, Inc. officials, at any time, and to any extent or degree, as determined by speedway and LME, Inc. officials, in their sole discretion. The decisions of the Wilmot Speedway and LME, Inc. officials, regarding the specific race cars to be inspected, and the timing, scope or extent of any inspection, are final, binding and non-appeal able.

14.2 Minimum Specifications Inspections
An inspection usually conducted at the beginning of a racing season or a racing event, to determine whether a racecar complies with the minimum applicable chassis and body specifications and all safety specifications. Any deficiencies or rule violations discovered must be corrected before the racecar will be allowed to complete in that night’s racing event or any future events.

14.3 Pre-Race Inspection
An inspection, conducted in advance of a racing event, including minimum specifications inspection, to determine whether a racecar complies with applicable chassis and body specifications, safety requirements and any other rules or specifications, in the discretion of the speedway or LME, Inc. officials. Any deficiencies or rule violations discovered must be corrected before the racecar will be allowed to compete in the racing event.

14.4 Post-Race Inspection
An inspection, conducted after a racing event, to determine whether a racecar complies with all of the applicable rules or specifications, for that class of racecar, with the scope and extent of the particular items to be inspected to be determined by speedway and LME, Inc. officials, in their sole discretion

14.5 Effect of Prior Inspection
The fact that a racecar has passed a minimum specification inspection, a pre-race inspection or any inspection at another racetrack or event, is no guarantee or assurance that the racecar will pass a post-race inspection.

SECTION III
MINIMUM SPECIFICATIONS

GENERAL
15.1 At any time, before, during or after an event a Wilmot Speedway or Local Motion Entertainment, Inc. official may require additional measures or equipment, or make additional determinations, as they deem necessary to further reduce the risk to competitors.

15.2 All cars are subject to a minimum specification inspection at any time and a refusal of such inspection is subject to rule #14. It is the responsibility of the driver to prepare his/her car to comply with all the minimum specifications, to be free of defects and in safe racing condition.

16 Safety
16.1 Helmets:
Helmets must be a minimum specification of SNELL SA00 and must be worn at all times when the car is on the track and must accompany the vehicle at time of inspection.

16.2 Driving Suits:
SF1 approved full fire suits of a flame retardant nature (NOMAX for Sprints) must be worn by all competitors. Fire retardant neck braces, fire retardant gloves and fire shoes are required and in Addition worn when the racecar is on or entering the racetrack at any time.

16.3 Mufflers:
It is mandatory that all cars be equipped with mufflers so as not to exceed 95 decibels
at 100 feet.

16.4 Shoulder harness and belts:
Shoulder harnesses and belts must meet minimum requirements as specified by official sanctioning body International Motor Contest Association (IMCA) for Modifieds and Hobby Stocks, Wilmot Speedway Sprint car rules as found on Attachment #1 of the Official Wilmot Speedway Year 2003 Track Rules or as specified by sanctioning body or organization for which racecar competes.

17 Time Schedule
Following are two timetables and schedule of events pertinent to the operation and presentation of the racing program at the speedway. The schedules are intended as a guide for the competitors and every attempt will be made to adhere to it by speedway and LME, Inc. officials. Speedway and LME, Inc. officials will make periodic announcements over the pit public address system announcing each phase of the schedule and it is the responsibility of the competitors to follow the announcements.

17.1 Schedule of Events

Curfew will be strictly enforced and it is the competitor’s responsibility to adhere to all rules contained within this Official Rulebook to insure all races are completed. In the event a race is cancelled due to curfew, speedway and Local Motion Entertainment, Inc. officials will enact rule 25 or Section VI pertaining to remainder of racing program cancelled due to curfew.

18 Competitor Responsibility
18.1 Documentation
Each competitor must complete in total the following forms and/or documents prior to competitor’s first night of racing at the speedway.
a) Wilmot Speedway Competitor license Application.
b) IRS form W-9. W-9 must indicate who, payment for prize money earned, is to be made out to.
c) Wilmot Speedway Driver Profile Sheet #2006
d) Both documents must indicate the correct SS# or Tax ID of person claiming the winning/earnings. Driver end of year IRS 1099 is completed based on the information provided on the W-9, and the speedway and Local Motion Entertainment, Inc. will withhold any prize money earned until above documentation is completed in total.

19 Registration
a) Licensed drivers must register each night with speedway or Local Motion Entertainment, Inc. officials.
b) Registration is conducted immediately in front of the pit concession stand at the pit blackboard.
c) Driver registration will be held at the pit blackboard from 4:30PM until 5:15PM.
d) Competitors, and competitors only, can register for that night’s event.
e) Any competitor who fails to register will start in the rear of his/her assigned heat race.
f) Speedway and LME, Inc. officials will insure competitors participating in the nightly ‘Meet the Driver’ promotion are registered.

20 Staging Area
a) Staging area is the West End of the pits and considered the ‘Pit Exit’ area adjacent to turn 3 of the track.
b) All cars scheduled to participate in the next scheduled event must be ready in staging area prior to the halfway point of the event currently on the track. Failure will result in placement at rear of the field.
c) All self-starting cars must be in proper line-up in staging area to facilitate 1-to-green flag upon entrance to track for their event.
d) All cars are to stay to right side of pit row in staging area to permit sufficient room for emergency vehicles to pass through staging area to and from the track.

21 Sprint — Line-up Procedure­
a) At driver sign-in, driver will draw a pill to determine his/her starting position or Qualify.
b) Time trials will begin in accordance with schedule as posted in General Rules section.
Lineup order will be posted on the pit blackboard
Any car not in position and ready to push off before the halfway point of previous race their car will be put to the rear of their qualifying heat.
Any car damaged in hot laps must be reported to Pit Steward prior to his/her qualifying heat, or may lose track points and purse for that event.

22 Mini-Sprints Pill Draw All rules apply same as sprints with the following exception:
a) Cars will have two (2) time-trial laps taking green upon exit from pits, when applicable

23 Sprint and Mini-Sprint Draw Line-up Procedure
a) At driver sign-in, driver will draw a pill to determine starting line-up for heat races.
b) Maximum number of cars per heat race — 12.
c) 32 or more cars equals four (4) heats.
d) Total car count, drivers signed in, divided by four (4) equals number of cars per heat race.
e) Transfers to ‘A’ main will be determined by number of heat races scheduled.
f) 3 Heats on evening’s program — Top 5 finishing cars in each heat race will transfer to ‘A’ main.
g) 4 Heats on evening’s program — Top 4 finishing cars in each heat race will transfer to ‘A’ main.
h) ‘C’ and ‘B’ mains will be lined up using draw number as an equivalent to the qualifying time.
i) Top two finishers in rookie race will advance to ‘C main.
j) Top two finishing cars will transfer from ‘C’ main to ‘B’ main and get their draw number back for line-up.
k) ‘A’ main line-up:
Four qualifying Heats
1) Top 2 finishers in each heat race will re-draw for starting position in ‘A’ main.
2) Remainder of qualifying cars will line-up using original draw number as equivalent to qualifying time.
Three qualifying heats
1) Top 3 finishers in each heat race will re-draw for starting position in ’A’ main.
2) Remainder of qualifying cars will line-up using original draw number as equivalent to qualifying time.

24 Sprint car class Post Race Scaling
24.1 All cars qualified to advance to the next race event of the night’s program will scale.
Heat races -Top 4 finishers (if 4 heat races), Top 3 finishers (if 3 heats) last chance race - Top 2 finishers
C-main - Top 2 finishers
B-main - Top 4 finishers
A-main - Top 2 finishers plus a random car in the field

24.2 Any driver required to scale, immediately following the qualifying events, who:
a) Does not go directly to the scales, or
b) Enters pit area prior to stopping at scales, or
c) Avoids going to the scales, or
d) Does not remain at the scales until scaled Then is subject to the following:
Once car has returned to scales and weight is ascertained and determined to be legal, driver shall forfeit all points and earnings won in qualifying event and transfer to C-main or B-main which ever is next applicable feature event. Car will start in rear of field for this and any other events for remainder of race events scheduled on night’s program.

24.3 Any driver required to scale, immediately following the qualifying events, who:
a) Does not meet the minimum weight, 1400 lbs. with driver, according to the official Wilmot
Speedway scales will be disqualified from all race events for that night’s race program and
Driver forfeits all points and winnings for the night’s race program.
If a car is suspected of and/or found to have bolt on weights or ballast for purposes of meeting minimum weight requirement in violation of rule #5 of Official 2006 Sprint Car Rules Attachment #1 of Official Wilmot Speedway Rulebook,

Then:
Car and driver are disqualified from all events for that night’s program and driver forfeits all points and prize money earned for the night’s race program.
Second Infraction will result in a 2 weeks suspension.

25 Modified & Hobby Stocks Race Format and Time Restrictions

25.1 Line-up procedures in accordance with Year 2006 rules
Format for events as follows:

25.2 3-Heat races
a) Maximum number of cars per heat race — 10
b) Races are one to green exiting pits
c) All cars not in proper line-up will be put to rear
d) Any car coming out late will be put to rear
e) Top 5 finishers transfer to ‘A’ main
f) Remainder of cars transfer to ‘B’ main
g) Maximum number of cars in ‘A’ Main -20

25.3 4-Heat races
a) Maximum number of cars per heat race — 10
b) All cars not in proper line-up will be put to rear
c) Any car coming out late will be put to rear
d) Top 4 finishers transfer to ‘A’ main
e) Next four (4) cars in finish order of each heat race transfer to ‘B’ main
f) Last two (2) finishing cars in each heat race transfer to ‘C’ main
g) Top two (2) finishing cars in ’C’ main transfer to ‘B’ main
h) Maximum number of cars in ’A’ main — 20

25.4 Laps and time limits per race event
a) Heat races: 10-laps or 10 minutes
b) ‘C’ main: 10-laps or 10 minutes
c) ‘B’ main: 12 laps or 15 minutes
d) ‘A’ main: 20 laps or 30 minutes
e) Clock does not stop during yellows, except by judgment of the official starter/flagman
Clock will stop for red flags
Refer to rule # 33.5

25.5 SCALING
TOP 5 FINISHERS in Feature must scale immediately after race weighing a minimum of 2450 with Driver.
26 Time Restrictions -Sprints
26.1 ‘A’ Main events of 25 laps will have a 40-minute maximum time limit.
In the event time has expired prior to completion of full 25 laps, Official Starter will throw white flag indicating final/last lap and payoff will be based on official finish of cars in the final lap.

26.2 “B Main Event will have a maximum time limit of 25 minutes.
a) In the event time has expired prior to completion of full 15 laps, Official Starter will throw white flag indicating last lap.
b) Cars transferring to ‘A’ Main will be determined based on order of finish of ‘final’ lap and rule # 24.1.

26.3 ‘C’ Main events of 12 laps will have a 15-minute maximum time limit.
a) In the event time has expired prior to completion of full 12 laps, Official Starter will throw white flag indicating last lap.
b) Cars transferring to ‘B’ Main will be determined based on order of finish of ‘final’ lap and rule # 24.1.

26.4 Clock will stop only during Red flags
a) Refer to rule # 33.5

27 Safety Stops
27.1 Driver Requested
a) If you have a safety problem, you must stop by a Wilmot Speedway/LME, Inc official.
b) Driver must pull the car to the inside of the track for a requested safety stop so as not to impede other cars In race and to allow for the starter to display/throw the yellow flag thus bringing the race to a safe stop.
c) No pit crewmembers are permitted on the track during the safety stop.
Driver will get his spot back once safety inspection is completed and safety of car assured.

27.2 Race Official Requested
a) Race officials can stop a car anywhere on the track for a safety check.
b) Once safety of car is assured, driver will get his spot back.
c) If safety of car cannot be assured, car will be sent to the pits.
d) Car can re-enter the track during the next yellow or red flag.
e) Any car sent to the pits will re-start in the rear upon re-entry to event.

27.3 Track Packing All Classes
a) Chief Pit Steward and Official Starter will call track packing as appropriate.
b) All classes are expected to adhere to pit announcements and enter the track as requested.
c) All cars must perform a minimum of 5 laps for packing or as many laps as requested by Wilmot Speedway/LME, Inc. officials.
d) Failure to follow packing requests or to perform minimum number of requested laps will result in a penalty as deemed appropriate by Wilmot Speedway/LME, Inc. officials. Minimum penalty will be car/driver who fails to pack as requested will start assigned heat race in the rear.

SECTION IV
COMPETITION RULES

28 Push Off (Sprints)
a) One push off per race.
b) First incident resulting in loss of power, car stops, driver will receive a 2nd push and start race in rear of field.
c) Second incident, causing loss of power, car is disqualified from that event.
d) Loss of power due to safety reason (example, driver belts come loose), car will get second push-off and driver will get his spot back in line-up. Speedway official or employee of Local Motion Entertainment, INC. will make judgment of ‘safety reason for stop’ and decision is final.
e) After push-off, driver will circle the track at idle speed. Accelerating to ‘racing speed’ will result in penalty as deemed appropriate by promoter or his authorized agent.
f) Do not pass the pace vehicle. Any driver passing the pace vehicle will be placed in rear of field for that event.
g) There is a designated start road at west end of track, If car does not start it must go to Designated area to get pushed back to pit for 1 more attempt to start.
h) Any car pulling on track that still needs a push truck will be pushed back to the pits and disqualified from that event.
i) Any racecar be it sprints, modified, street stock, driving over the berm either entering or exiting the track will be disqualified from the event, and lose all track points and purse for the night.

29 Push Off (Modified Cars)
a) In accordance with rules for Modifieds and Hobby Stocks, all cars must be self-starting. Any car requiring a push to start will be placed in rear of field for that event.

30 Pace Vehicle
Any car that passes the pace vehicle will start/restart the race in rear of field.

31 Jumping Start All Classes
a) 1st Jump — Complete restart. No loss of position, first warning by starter
b) 2nd Jump — Car put to rear for restart
c) Official Starter is the only person who can start a race
d) Race officially starts when green light is turned on and starter throws the green flag

32 Race Starts
32.1 Sprints
a) As cars are pushed-off on to racetrack, they are to immediately fall into proper line-up position behind pace vehicle.
b) When last car has been pushed off and is on track, line-up must be set within one lap, field will be given 1-to-green signal from official starter.
c) Starter will not wait for stragglers to get into position beyond one warm up lap after remainder of field is set.
d) There is only one start to any race.
e) At restart, after a Yellow or Red flag, all cars that spun out or were involved in the incident and are capable of continuing will restart in rear of field.
f) This includes Lap 1, if it is not designated by official starter as a completed lap.
g) Race starts will be exiting Turn 4.
In the event a car is a no-show at push off area or drops out prior to initial race start, a new line-up will be set by use of cars moving straight forward.
Any car that does not take a green in a heat race can start in rear of ‘C’ or ‘B’ main or last chance race. This is dependent on number of cars signed in for night’s program.
j) Official starter will give all cars in race line-up two attempts to maintain side-by-side position for race start. If in the judgment of the Official Starter any of the following should occur, parties involved will be put to rear of field:
1. Front row fails on two successive attempts to maintain side-by-side position.
2. Any single or multiple cars/drivers are found to have ‘jumped’ the start two consecutive times.
3. In the event the front row does not set what is considered to be a safe pace.

32.2 Modified Cars
a) All cars will exit the pits in proper line-up order.
b) Front row will be given 1-to-green signal at initial crossing of start-finish line after exiting the pits.
c) There is only one start to any race.
d) At restart, after a Yellow or Red flag, all cars that spun out or were involved in the incident and are capable of continuing will restart in rear of field.
e) This includes Lap 1, if it is not designated by official starter as a completed lap.
f) Race starts will be exiting Turn 4.
In the event a car is a no-show at staging area or drop out prior to initial race start, a new line-up will be set by use of ‘criss cross’ method
Any car that does not take a green in a heat race can start in rear of ‘C’ or ‘B’ main or last chance race. This is dependent on number of cars signed in for night’s program.
i) Official starter will give all cars in race line-up two attempts to maintain side-by-side position for race start. If in the judgment of the Official Starter any of the following should occur, parties involved will be put to rear of field:
1. Front row fails on two successive attempts to maintain side-by-side position.
2. Any single or multiple cars/drivers are found to have ‘jumped’ the start two consecutive times, are put to the rear of the field
3. In the event the front row does not set what is considered to be a safe pace, Flagman will give 1 warning, next occurrence driver is sent to rear of the field.

32.3 Restarts All Classes:
a) All divisions will do Leader on Pole by self “then double file on back”
b) All divisions will do rolling starts exiting Turn 4.
c) Lead car should be beginning to pick up the pace entering turn 3 Picking up the pace is NOT accelerating to racing speed.
d) 1. Restart line-up board is final.
2. Lapped cars will be circled on the line-up board.
3. Lapped cars wishing to start in rear must notify corner person, line-up person or pit steward.
4. All self-starting cars will stop on front straightaway, if requested by track official, for restart positioning.
5. Any car that stops prior to start of the race will go to rear for restart.
6. Any driver stopping his car on front straightaway or any location on the track for purposes of disputing restart positioning will be immediately disqualified from the event.
Local Motion Entertainment, Inc./Wilmot Speedway officials and decision, appeal or dispute, will make positioning of cars for starts and restarts.

33 Spin Rules
33.1 Sprints
Two (2) individual spins (by yourself) causing a yellow, car is disqualified from the race event.
If another car causes the spin, that car will be charged with the yellow.

33.2 Modified Cars
Two (2) individual spins causing a yellow, car is disqualified from the race event
If another car causes the spin, that car will be charged with the yellow.

33.3 All other classes
Two (2) individual spins (by yourself) causing a yellow, car is disqualified from the race event.

33.4 360 Spin All Classes
a) Any car performing a 360 spin/turn is immediately disqualified from the race event.

33.5. Red Flag All Classes
a) Drivers currently in the race event must stop their cars as quickly and safely as possible so as to allow proper access of safety equipment including, but not limited to, the ambulance and fire trucks.
b) Drivers must not block the entry of the safety vehicles to the racetrack.
c) Red flag area is on straight away before turn 3.
d) Do not slow the car to idle and attempt to drive the car to the red flag area.
e) Wilmot Speedway/LME, Inc. officials will direct cars to the red flag area when it is safe to proceed.
f) Wilmot Speedway/LME, Inc. officials will insure push trucks push Sprint cars to the red flag area when safety permits
g) Official vehicles of Local Motion Entertainment, Inc./Wilmot Speedway are the only vehicles permitted on the racetrack unless otherwise requested by an official of Local Motion Entertainment, Inc./Wilmot Speedway.
h) Local Motion Entertainment, Inc./Wilmot Speedway will strictly enforce all sections of rule #34.2 contained within this document.
i) Minor adjustment and replacement of broken parts may be made to a car during the red flag stop. Work can only be performed in the designated red flag area.
j) Replacement of broken parts excludes wings, motors and fuel cells.
k) Rule #33.6 will be strictly monitored and enforced.
1) When yellow light is turned on and announcement is made via track public address system that red flag period is ended, cars must be ready to restart event.
1. Delays will not be tolerated and Local Motion Entertainment, Inc./Wilmot Speedway officials will monitor this rule and if it is determined sub-section (J) is being abused, Local Motion Entertainment, Inc./Wilmot Speedway will review and change rule accordingly.
k) At no time may the driver exit his/her car during a red flag unless requested to by a Local Motion Entertainment, Inc./Wilmot Speedway official or in the event his/her safety has been compromised.
1) Any driver who exits his/her car in violation of rule 33.5(k) will restart race in the rear.

33.6 Re-fueling All Classes
a) Re-fueling is permitted during a designated re-fueling stop only.
b) Only two (2) pit personnel per car will be permitted in re-fueling area.
At no point can a driver exit his/her car during a re-fueling stop except if the re-fueling process compromises the driver’s safety.
d) Drivers are responsible for their pit crew at all times and must insure proper safety steps are taken with the re-fueling process and that there is total compliance with all facets of re­fueling rule.

34 Tires
Modified cars can run either IMCA Hoosier’s or IMCA approved American Racer.

34.1 Heat Races
A) Tire replacement not permitted at any point during heat race, including a red flag.
B) All cars must complete race with tires that were on the car at beginning of the race.

34.2 Main events
a) Tires can only be changed if car was in involved in an accident.
b) Designated tire changing area is inside the pit gate at the West End of the racetrack.
c) Tire changing at any other location on the racetrack is prohibited.
d) Any car entering the area known as the pits for purposes of tire replacement will not be permitted to re-enter the race track surface once the Official Starter has turned off the yellow light to indicate restart next lap. We will let you on track as Soon AS IT IS SAFE.

35 Pit Crew All Classes
a) Driver is responsible for his pit crew conduct and adherence to all rules within this document.
b) Two (2) pit crewmembers are permitted in the staging area located at the turn 3 area known as the pit exit.
c) 4-wheelers, 3-wheelers, tractors or any other motorized vehicles used for the express purpose of pushing a racecar to the staging area are to be kept away from the area known as the pit lane.
d) These support vehicles must not block the safe entry or exit of racecars, safety vehicles, and push trucks or tow trucks performing their duties in support of the race operation.
e) All pit crewmembers must stay within the area known as the pits unless otherwise directed by a Local Motion Entertainment, Inc./Wilmot Speedway official.
f) In the event of a red flag stoppage of the race event, only two pit crewmembers will be permitted to exit the area known as the pits and enter the racetrack proper.
g) Pit crewmembers may only exit the area known as the pits if the pit exit gate is deemed to be ‘open’ by a Local Motion Entertainment, Inc./Wilmot Speedway official.
h) In the event a pit crewmember exits the pits before the Local Motion Entertainment, Inc./Wilmot Speedway official declares the pit exit open, the pit crewmember will be ejected from the night’s event and the driver of the car the pit crewmember is affiliated with will receive a two-position penalty at completion of the event in progress.
i) In the event a pit crew member exits the area known as the pits prior to a Local Motion Entertainment, Inc./Wilmot Speedway official declaring the pit exit open and the driver the pit crew member is affiliated with is not participating in the event currently on the track, the driver the pit crew member is affiliated with will start his/her next event on the night’s program in the rear.
At no time will a pit crewmember exit the area known as the pits from the pit entrance. Pit entrance is described as the area on the East End of the area known as the pits and serves to allow entry to the pits from the racetrack.

36 Flips All Classes
a) Any racecar that completes a 360-degree flip or lands upside down must be taken to the pits for a safety inspection and evaluation.
b) Any racecar that completes a 360-degree flip or lands upside down will not be permitted to continue racing that event without performance of a safety check.
c) Driver of a racecar that completes a 360-degree flip or lands upside down must complete a medical evaluation with Local Motion Enterprises, Inc./Wilmot Speedway EMT staff immediately after he/she is removed from the racecar.
d) There are no exceptions to the medical evaluation and any driver who declines, refuses or leaves the scene of the accident will be disqualified from the remainder of the night’s racing program.
e) In the event a driver is in a car that has performed a 360-degree flip or landed upside down, the driver will be removed from the vehicle before the car is up-righted and prepared for removal from the racing surface. At no time will a car be rolled over, up-righted or in any way moved before the driver is removed from the vehicle.

37 Rough Driving All Classes
a) All drivers are expected to demonstrate good sportsmanship at all times.
b) Rough driving will not be tolerated.
c) LME, Inc./Wilmot Speedway officials will monitor events and call rough driving penalties as warranted.
d) Judgment of LME, Inc./Wilmot Speedway officials and penalties awarded for rough driving is final and binding.
e) Penalties for rough driving will be based on the judgment of the LME, Inc./Wilmot Speedway official calling the rough driving and will be in the form of one of the following:
I) Loss of two (2) places at race completion
2) Disqualification from that race — Black flagged
3) Disqualification from event — Entire night’s program
Suspension from all racing for a period to be determined by LME, Inc./Wilmot Speedway official

38 Time Limits All Classes
38.1 Local Motion Enterprises, Inc./Wilmot Speedway officials will monitor length of each race event and make every attempt to insure the race event is run to its proper conclusion; all scheduled laps for an event are completed. However, if in the judgment of the LME, Inc. /Wilmot Speedway officials, time has expired in relation to the scheduled ‘time limits’ for a race event or an excessive amount of time has been used in the attempted completion of a race event, LME, Inc./Wilmot Speedway will terminate the event.

38.2 Drivers in the race event will be informed of the ‘Time Limit’ utilizing one of the following methods:
Race under ‘Yellow’ — Drivers shown line-up board with statement “Limit”. Indicates next yellow flag is ‘Yellow-Checker’.
White flag indicating ‘Last Lap’ — Flag shown when time limit reached regardless of number of laps completed.

38.3 All race time limits are described in detail in Section 25 and 26.

38.4 Announcement via speedway public address system will be made indicating rime limit for race event has been reached.

39 Use of 4 Wheelers, 3 Wheelers and Other Motorized Vehicles
39.1 Permitted usage and purpose: ALL 3 and 4 WHEELERS MUST BE REGISTERED WITH LME,INC.
a) Push or pull racecars to the staging area
b) Transport of equipment, spare parts and tires to and from the staging area at the West End of the area known as the pits
c) Pushing or pulling racecar from scales to pit location Additional Passenger is OK.

39.2 Non-permitted usage:
a) Transportation to and from concession stand
b) Transportation to and from restroom facility
c) Usage of these motorized vehicles for any other reason other then those listed in 39.1 is considered non-permitted without express approval of Wilmot Speedway/LME, Inc. officials.

39.3 Racetrack insurance does not provide coverage for accidents involving 3 wheelers, 4 wheelers or other motorized vehicles whose express usage is defined in 39.1.
a) Owner or operator of these vehicles is responsible for insurance and any claims involved in the event of an accident in the area known as the pits, on the racetrack or any other location commonly known as the fairgrounds.

39.4 Safe speed is required in the area known as the pits, on the racetrack and any location in the area commonly known as the fairgrounds.
a) Maximum speed for 3 wheelers, 4 wheelers or motorized vehicles whose express usage is defined in section 39.1 is — 10 MPH
b) Violation of this speed limit will result in a $50 fine and confiscation of the vehicle by LME, Inc./ Wilmot Speedway officials. Vehicle will be returned to owner at the end of the night’s racing program.
c) Two violations of this speed limit or if the vehicle is driven in a careless or unsafe manner will result in a penalty to the driver of the racecar the vehicle is associated with. Refer to rule 4 and 10.
d) Proof of Insurance for use of ATV, $25.00 Registration Fee.

40 Speeding in the Pits
Safe speed in the area known as the pits is mandatory. Excessive speed will not be tolerated.

41 Racecar speed
a) Safe speed must be maintained to insure safety of all people in attendance, pit workers, security personnel and officials of LME, Inc./Wilmot Speedway.
b) Maximum speed at any location other than on the racetrack proper is; 15 MPH
c) Any violation of this speed limit will result in fines as follows;
1) First offense - $50.00 fine.
2) Second offense - $100.00 fine and one-week suspension.
3) Third offense — One-year suspension and forfeiture of all points to-date of violation.

41.1 3 wheelers, 4 wheelers and other motorized vehicles other than race cars
a) Refer to rule #39

42 Tires Disposal All Classes

Tires may not be left anywhere on the property known as the racetrack, the area known as the pits or at any location on the property commonly called the fairgrounds.

42.1 If an official of LME, Inc./Wilmot Speedway finds tires in particular pit area at the end of a scheduled event, the driver of the car using that pit location will be assessed a per tire disposal fee of $50.00. 2Nd offense will result in a $100.00 fine.

42.2 25 track points will be awarded for any party turning in the person/persons disposing of tires.

42.3 If no results are found then the entire class responsible for, may be penalized $50.00 each.

42.4 Fines will be deducted from future earnings.

43 Disposal of Oil All Classes

43.1 Local Motion Enterprises, Inc./Wilmot Speedway provides oil-recycling barrels that are to be used for all oil drained from racecars. These barrels are located in the center of the area known as the pits directly across from the Concession Stand.

43.2 Oil may not be deposited on the ground of the area known as the pits, in a pit spot, along a fence or on any part of area commonly known as the fairgrounds.

43.3 If an official of LME, Inc./Wilmot Speedway finds oil on the ground in a particular pit area at the end of a scheduled event, the driver of the car using that pit location will be assessed the following fine:
Forfeiture of night’s winnings
Lost of points for night
$200.00 fine that must be paid, prior to next race event.
No checks will be issued until fines are paid.

43.4 In the event the oil is discovered after the driver who utilized the pit location has already left the facility, LME, Inc./Wilmot Speedway will notify the driver via certified mail or phone call that oil was discovered and earnings from that night’s event will be deducted. This does not in any way circumvent rule #43.3.

44 Garbage All Classes
Refer to rules 42.1 thru 42.4

45 Race Completion All Classes

NO HAULERS ON TRACK AFTER COMPLETION OF RACES.

46 Yellow/Checker All Classes

46.1 If a race event is ended via a Yellow/Checker, finish order for the race event will be based on the last completed green flag lap.

46.2 The car or cars causing the yellow will be placed in order of finish after the cars still running, dependent on number of laps completed.

47 Payoff All Classes

47.1 All divisions will be paid via check. All payoffs (night’s earnings) must be signed for by the driver or an official representative of the driver. Local Motion Enterprises, Inc./Wilmot Speedway will make every effort to insure the person signing for the check is in fact a recognized representative of the driver. However, Local Motion Enterprises, Inc./Wilmot Speedway officials are not responsible for checks signed for by a person not considered to be a driver’s representative.

47.2 All drivers must complete 2006 Driver Profile and W-9 to be paid. Refer to rule #18

47.3 All drivers must complete the back page of the General Rules book of Wilmot Speedway/Local Motion Entertainment, Inc.

47.4 Payout is next race night, at pit sign in.

48 Drivers Meeting All Classes

A mandatory drivers only meeting will be held each race night. Refer to rule #17.1 and for time of meeting all drivers must attend.

SECTION V
RAIN POLICY

In the event of rain, every effort will be made to resume the racing program from the point of interruption and complete it as scheduled. However, should the rain or weather, in the opinion of Local Motion Entertainment, INC. officials prevent the resumption of safe racing conditions within a reasonable amount of time, the program will be stopped at that point. If the rain comes before the completion of the sixth (6th) race in the scheduled program, the rain checks will be honored on either of the next two (2) race nights with the same admission price only, unless a special ruling by Local Motion Entertainment, INC. officials is made and announced. You must present your rain check/wristband at the ticket booth in exchange for the evening’s admission. LME, Inc. will not accept a portion, resemblance or justification as to why you do not have your rain check. Any misuse of pit passes or rain checks as deemed by a LME, Inc. official will cause the pass to be voided. Anytime after the sixth (6th) scheduled event in the program is completed, the race program may be considered complete and rain checks will not be valid.

SECTION VI

Pay-off in the Event of Rain or Curfew Cancellation
(For purposes of this section rain and curfew are synonymous)
In event of rain causing the cancellation of the race program pay-off will be as follows:

Sprints and if applicable Mini-Sprints:
Six races must be completed to receive pay-off.
• 20 cars qualified for A-main will receive even share of A-main payoff. Pay-off for 20 cars divided equally across these 20 cars.
• 20 cars qualified for B-main will receive even share of B-main payoff. Pay-off divided equally across these 20 cars.
• C-main and any applicable ‘tow monies’ will be paid to remainder of the field.
• In the event all races with exception of ‘A’ Main have been completed or 14 or less laps have been completed in ’A’ Main, pay-off will be divided equally across the 20 cars in ’A’ Main starting line-up.
• In the event 15 or more laps of ‘A’ Main are completed; cars will be paid in order of finish in last completed lap.
• There are no double features.

Modifieds and Street Stocks:
• All heat races must be completed.
• In the event a B-main is not required; all cars will receive equal shares of total A-main purse.
• In the event a B-main is required, but not completed due to rain;
a) A-main qualified cars will receive equal shares of A-main purse payoff for total number of cars qualified to run A-main.
b) B-main cars will receive equal shares of purse total for number of cars assigned to run B-main.
• In the event all races with exception of ‘A’ Main have been completed or 11 or less laps have been completed in ‘A’ Main, pay-off will be divided equally across the 20 cars in ’A’ Main starting line-up.
• In the event 12 or more laps of the ‘A’ main are completed; cars will be paid in order of finish in last completed lap.
